A list of persons convicted at Winchester Castle of having Naval Stores in their posession or of stealing them, and the punishment they received was published in March 1801 as a warning to deter others from stealing from Portsmouth Dockyard. Joseph Hennem, a Master Blacksmith from Portsea was fined fifty pounds and imprisoned for twelve months for defacing the Broad Arrow, the mark used to identify government property. William Cook, a Dockyard Labourer was imprisoned for twelve months and "once publicly whipt".
